Allen Construction, Inc., for the installation of a prefabricated restroom outside of the Rankin Avenue garage in the amount of $183,620; further authorizing the City Manager to execute any change orders that may arise during the project up to the contingency amount of $46,724; and adoption of a resolution authorizing the purchase of a prefabricated single occupant restroom structure from Madden Fabrication in the amount of $170,760, for the Downtown Restroom project
