July 28, 2026Asheville City Council
From the minutes, not yet reviewedCouncil adds nuisance motor vehicles to the City's definition of litter, effective right away.
Council rewrote Section 15-1 of the City code. Litter now includes nuisance motor vehicles. The City says this matches state law. It also lets the Sanitation Division handle a problem vehicle on a property at the same time as other problems there.
- Passed with the routine items, in one vote, without discussion.
- What the City says it's for: “This ordinance amendment will also align the City’s definition of litter with the North Carolina General Statute definition of litter to include motor vehicles.”
What this changes: Before, sanitation crews had to report a problem vehicle they found on a property to another department. Now they can handle it on the same visit. City staff said one downside may be more complaints and tension between neighbors.
What that means
- Consent agenda:
- Routine items Council approves together in one vote, without discussion. Any member can pull an item out for its own vote.
More from the minutes
- “This creates staff inefficiency and communication challenges with residents.”
- “Amending the Chapter 15 ordinance to allow the Sanitation Division to address the noncompliant vehicle simultaneously with the other noncompliant areas of the property will improve staff efficiency and streamline communication with residents.”
